As your next generation conservative, Steve Dowell will work for you in D.C.—for the second time in his life—following core conservative principles of responsibility, peace through strength, and human dignity that keep America great.
Reduce
GOVERNMENT SPENDING & DEBT
Because of reckless spending, our great-grandchildren are already burdened with having to pay for our debts, unless we pay down our National Debt now. Steve will author legislation—called the “Incremental Debt Down Act”—that not only requires every new law to REDUCE the Deficit but also forces Congress to PAY DOWN our National Debt incrementally, every year—without breaking Social Security, Medicare, or Medicaid.
Eliminate the
CAREER POLITICIAN
Our Founding Fathers intended for service in our government to be a temporary experience, where Americans may come and go to do their part. Today, our Congress is both a country club and a nursing home. Steve will support Senator Ted Cruz’s (R-TX) Joint Resolution (S.J.Res.1, Jan. 2025), that amends our Constitution and sets term limits for both House and Senate members. BUT, Steve will propose amending language to also set maximum age limits—that follows our national life expectancy plus two years—to hold office.

VA
Every bad rumor you have heard about the VA is, unfortunately, true—and while many at the VA respect and advocate for Veterans, their systems and procedures are broken—often resulting in delayed or missed treatment. As your next generation conservative, Steve will support legislation and budgets that seek to modernize administrative tools and scheduling, improve wait times at ERs and specialty clinics, and attract the best talent of the medical industry—to serve Veterans.
Serve our
FARMERS & RANCHERS
Texas leads the nation in beef production and is a leader in cotton and grains, but with a growing population of high-income and educated households there are less people willing to do the work necessary to feed those families. Steve will support legislation and budgets that keeps farm and ranch input costs low despite inflation, cuts red tape for critical seasonal workers (H-2A), and gets high-speed internet to our farms. Steve will introduce legislation—called the “Farm and Ranch Mission (FARM) Act”—that keeps our agricultural industry competitive, prosperous, and connected to the world—not left behind in favor of big-tech or big-industry in the cities.
Harden & Expand our
ENERGY & WATER
Texans understand severe weather and droughts better than any other state in the union. Steve will support legislation and budgets that incentivize our energy producers to both harden our grid against severe weather and expand power generation into renewables and battery storage. Steve will also introduce legislation—called the “My Water Act”—that requires all rural water companies (e.g., outside of city limits) to bid for and be chosen by their customers—not rule unchallenged or unelected.
Secure & Defend our
BORDERS
The enemy is at our gates and takes many forms—from terrorist-designated drug cartels to foreign-state-sponsored sleeper cells—all seeking to do harm to America. Steve will support a budget that provides our Customs and Border Patrol with more large-scale truck scanners, more counter-drones (UAS) and tools to close blindspots, and attract and recruit more boots on ground that secure our borders and deter illegal entry.

Every year, Congress sets the budget resolution and picks and chooses which and how much agencies and projects are funded. As your next generation conservative, Steve will support budgets and legislation that expands access to low-interest capital for startups, small businesses, and veteran owned businesses, expands funding for innovative research, and regulatory streamlining for all businesses and industries that support our economy—creating jobs and business owners.

I live humbly and my only true wealth is my family, my health, and my personal relationship with God. And, I am a proud Baylor Bear as a graduate of Baylor University in Waco, Texas. This is my foundation for being your next generation conservative.

I have deployed operationally and for training alongside both our NATO and Pacific Allies overseas, deterring both Russia and China in their own backyards. I have officially represented the United States, several times as the highest ranking representative, to over 17 different countries around the world

I served as a military police officer alongside local, federal, and international law enforcement officers— from Texas and D.C. to abroad—joining a small but proud community. In El Paso, I witnessed first-hand how cross-border drug smuggling devastates our Citizens. I have trained and responded to emergencies and understand the readiness, funding, and early-warning that our first responders need to protect and serve our communities. A former Texas License-to-Carry Instructor and NRA firearms instructor, I still participate in competitions (The Tactical Games) and teach and hunt locally

I know the swamp.
I spent over a year in our nation’s capital, routinely engaging multiple departments and agencies. Since then I have either engaged with or created friends and contacts within the Departments of State, Agriculture, Defense, Transportation, Veterans Affairs, and Homeland Security both while serving and as a startup founder here in TX-31. The federal government is a behemoth and can quickly crush people’s spirits, but I have learned from working in two different organizations with millions of employees (U.S. Government and Amazon) that persistence, planning, and passion get results—and I never quit

I understand the importance of our Borders, our Interests Overseas, and the Risks of failing Americans.
I have contributed to real-world plans for how we will defend ourselves at home, fight overseas, and win against China in the event of war. I have officially targeted and met U.S. citizens betraying our country for foreign intelligence services. And I served many times in the same room as a past and our currently serving Chief of Staff of the Army*, and know how our leaders think about our security at home, along the Border, and abroad
Experienced Disability
I understand those who are disabled.
I too carry injuries from my time service, though not combat related. While I am blessed to still be able to live an active and normal life, I have spent countless hours in our healthcare system—waiting on phone hold lines, being turned away at VA hospitals, being talked-down to and ignored, and suffering while the system got its story straight. I do not tolerate ignoring critical medical care for those in need.

I understand small business owners, entrepreneurs, and creators and protecting their livelihoods and works.
I founded my own start-up (Solid Steve) and have personally experienced the great financial anxiety, burden, and failure that comes with taking the ultimate risk of investing in yourself and your product or service and the hardship of finding investors, supporters, and customers. I have written proposals for Small Business Innovation Research (SBIR) grants. I am also a patented inventor for an invention that is intended for humanitarian and disaster relief. Lastly, I am both a published academic author and an author of a 100k-word fiction novel on American culture and the Constitution that I plan to publish next year. Because of these journeys, I understand the need for investing in our innovators, creators, and protecting our intellectual property.
