Privacy Policy

This site is operated by the Steve Dowell Congressional Exploratory Committee (“we,” “us,” “our”). While we are testing the waters, we use information only to evaluate a possible campaign. If we later form a registered campaign committee, this policy will continue and certain records may be retained or reported as required by law.

What we collect

  • You provide: name, email, phone, address/ZIP, employer & occupation (if donations open), messages, event/volunteer preferences.
  • Automatic: IP address, device/browser type, pages visited, time on site, referring URLs, and cookie identifiers.
  • From services: contact tools (e.g., form plugins), email/SMS platforms, event tools, payment processors (if enabled).

How we use information

  • Respond to inquiries; organize updates, events, and volunteer activities; manage security and performance; comply with law; measure outreach effectiveness; and (if enabled) process contributions.

Cookies, analytics & ads

  • We use cookies and similar tech (pixels, tags, local storage) for site functionality, analytics, and limited remarketing.
  • Google Analytics 4 (GA4): records aggregated site usage (IP truncated where available). GA may set cookies and process data per its policies.
    • Opt-out: you can install Google’s browser add-on and/or disable cookies in your browser settings.
  • Pixels/SDKs we may use now or later: Google Ads, Meta (Facebook/Instagram) Pixel, X (Twitter) Pixel, YouTube/Vimeo embeds, reCAPTCHA to prevent spam, and email/SMS platforms to measure delivery and engagement.
  • We do not sell your personal information. If we use “cross-context behavioral advertising” (retargeting), it’s limited to our own outreach and vendor-assisted services, and you can opt out (see “Your choices” below).

Email & text communications

  • If you provide contact info, you consent to receive email and/or text messages from us.
  • Texts: Message/data rates may apply; frequency varies. Reply STOP to end, HELP for help.
  • We honor unsubscribe and opt-out requests promptly.

Sharing

  • We share information only with service providers who work for us (website host/CDN, form/email/SMS tools, analytics, security, payment processors) under agreements requiring appropriate safeguards; with advisors/volunteers under confidentiality; or if required by law, security, or to protect rights.
  • If contributions open, federal law may require us to collect and publicly disclose donor information (name, address, occupation, employer, amounts) to the Federal Election Commission.

Your choices & rights

  • You can: unsubscribe from emails; reply STOP to texts; block or delete cookies; use ad-preferences at Google/Meta/X; and request access, correction, or deletion of your personal information by emailing team@stevendowell.com.
  • Where state law provides (e.g., “Do Not Sell or Share” or targeted advertising opt-outs), email us and we will honor your request to the extent applicable.
  • We do not knowingly collect data from children under 13.

Security & retention

  • We use reasonable administrative, technical, and physical safeguards.
  • We keep information only as long as needed for the purposes above or to meet legal requirements (including election-law recordkeeping).

Other important information

  • Links/embeds: Third-party sites and embeds (e.g., YouTube, social posts, maps) have their own policies.
  • Do Not Track: We currently do not respond to browser DNT signals.
  • Changes: We may update this notice; the “Effective” date reflects the latest version.
